What Are Incentive Schemes?

Incentive schemes are structured plans designed to motivate individuals or organizations to achieve specific goals or behaviors. These schemes can include monetary rewards, special privileges, public recognition, or increased benefits. In healthcare, incentive schemes like DHIS encourage providers to embrace digital practices and improve patient care.

What is a Health Incentive Account?

Digital Health Incentive Scheme Extension

The Union Government has given a year-long extension to the Digital Health Incentive Scheme (DHIS). Originally set to end on June 30, 2024, the DHIS has been extended to June 30, 2025, or until funds are available, whichever comes first. This extension allows more healthcare facilities to participate and benefit from the scheme, further promoting the digitization of health records in India.

About DHIS Extension:

  • The scheme was launched by the National Health Authority (NHA) in 2023 and will now remain in effect until June 30, 2025.
  • It aims to digitize patients’ health records and link them with the Ayushman Bharat Digital Health Account (ABHA ID).
  • The scheme promotes digital health transactions and encourages healthcare providers to adopt digital health practices.
  • Government and private hospitals, clinics, nursing homes, diagnostic labs, and pharmacies are paid Rs 20 for each additional record they digitize, above the threshold of 100 transactions a month.
  • Applicable to both public and private hospitals and digital solution companies (DSCs) creating digital health records.
  • Each facility or digital solution company can earn incentives up to Rs 4 crores.

Significance of DHIS:

  • Helps reimburse hospitals for the expenditure on digitizing their facilities, addressing a significant bottleneck for moving to digital health.
  • Encourages a behavior change from physical to digital modes of operation.
  • Enables better healthcare services and more convenience for patients.

ABHA ID:

  • A unique identity that allows individuals to store and share their medical records digitally.
  • Once created, all records linked to this ID are accessible whenever a patient avails healthcare services at centers linked to the digital framework.
  • This ID securely stores, accesses, and shares healthcare records, such as doctor’s prescriptions and diagnostic test results.

How Do Digital Rebates Work?

Digital rebates work by offering consumers a post-purchase cash-back incentive. After purchasing an eligible product, consumers upload their receipt to a rebate portal or app. Once the receipt is validated, they receive a digital code via email or SMS, which can be redeemed for cash back or other rewards.
